A Telegram sticker, as a GIF.
Convert a Telegram .tgs sticker to a GIF in your browser, nothing uploaded: it plays first, then is saved as a GIF that plays in every chat and app.

Telegram's animated stickers are .tgs files, which few other apps open. KeepSimp's TGS to GIF page plays one and saves it as a GIF, in your browser, with nothing uploaded.
What a .tgs file is.
A .tgs is a Lottie animation compressed with gzip. Telegram asks for 512 × 512 pixels, 60 frames a second and at most 3 seconds, so a sticker is small and short.
Drop it and save a GIF.
Drop the .tgs. It plays first, as it is, drawn by ThorVG on your device. Export is already set to a GIF, which plays in every chat and app.
A GIF keeps pixels only fully clear or fully solid and 256 colours at most in a frame, so a sticker's soft edges can look rough on a clear background. An animated WebP or an APNG keeps them.
Make a sticker of your own.
The Telegram sticker maker draws one from a starter or from nothing and saves a .tgs written to Telegram's size, frame rate and length.
